Confirmed. I just noticed this for the first time. I use right drag to pan the view and that makes the lines reappear immediately. But the problem is inconsistent and hard to reproduce.
I used to have a picture of an E30 here.

I have version 5.91 on a laptop that doesn't have the problem, but my main system has version 5.961 which does skip random grid lines while playing.

I'm using the latest version of Reaper and the problem you describe is not present on my system, may be some setting you have changed.
